To recruit specialist ground stabilisation
services to remediate subsidence across the Council's housing
stock.

Approve the structural works contract to
Geobear Residential Ltd for a contract period of 12 months at a
total contract value of £406,434.00 (four hundred and six
thousand four hundred and thirty-four pounds).

Reasons for the decision

1. To remediate ongoing subsidence affecting
parts of the Council’s housing stock.
2. To ensure residents’ homes remain safe, habitable, and in
line with decent homes standards.
3. To deliver a modern, minimally disruptive, and cost-effective
approach through geopolymer injection rather than traditional
underpinning.

Alternative options considered

Option 2 – Do not award contract: Risk
of worsening structural damage, higher long-term costs, and
continued resident dissatisfaction.
Option 3 – Retender or pursue alternative contractor: Delay
works, increase costs, and potentially offer less effective
remediation.
