Purpose

To support the spending on the project list
for implementation as soon as is practicable; and
to support the provision of delegated authority to the Waste
Strategy Lead to access Extended Producer Responsibility (EPR)
funding to deliver the prescribed projects, in consultation with
the Joint Assistant Director for Environment and the Lead
Councillor for Environment & Recreation.

Decision:
1.           
To support
the spending on the project list as set out in Appendix 1, for
implementation as soon as is practicable;
2.           
To support
the approval of an initial supplementary estimate of
£1,719,000 to be funded from Extended Producer Responsibility
funding, to spent in line with the project list detailed in
Appendix 1, pending the receipt of quotes relating to 3 workstream
items; and,
 
3.           
Recommend
that full Council meeting on 9 December 2025 resolves
to:
 
1.           
Approve
the spending on the project list as set out on Appendix 1, for
implementation as soon as is practicable; and
 
2.           
Approve an
initial supplementary estimate of £1,719,000 to be funded
from Extended Producer Responsibility funding, in line with the
project list detailed in Appendix 1, pending the receipt of quotes
relating to 3 workstream items and subject to funds being
received.

To utilise
EPR funding to improve waste management and recycling
2.           
To
modernise the digital offering to Guildford Borough residents and
businesses
3.           
To enable
positive change without the need to use existing revenue budgets or
borrow additional funds
