Following CPB's approval of the capital bid,
this is the accompanying OD, to allow funds (£60k) to be made
available from the Car Park Maintenance Reserve, to undertake the
works.
The agreed sum will allow the car park to be resurfaced and
relined. The resurfacing will have a service life of around 15
years and contribute towards the asset remaining serviceable for
the next 50-100 years.
Reasons for the decision
Good surface conditions contribute towards
health and safety and when combined with lining renewal, ensures
that motorists only park where they are supposed to.
During 2025, cold-lay asphalt has been used extensively in a
reactive manner, to remedy hazardous surface conditions. This is in
spite of significant patching works being undertaken in 2024,
following a period when the car park was actually closed, due to
health and saferty concerns.
Failing to resurface the car park in a planned manner could lead to
trips / slips amongst pedestrians and damage to vehicles using the
car parks, resulting in the potential for increased insurance
claims / premiums.
Bedford Road Surface CP serves around 120,000 paying customers per
year and generates around £420k in ticket revenue per year
net.
As already experienced, an unplanned closure / maintenance of the
car park could put this in jeopardy.
Dilapidations could also make the car park less inviting to use and
impact parking revenues.
Alternative options considered
Do nothing - increased health and safety risks
to staff and customers / less attractive to prospective users /
increased potential need to close facility permanently / reduced
revenue potential
Reactive maintenance - increased health and safety risks to staff
and customers / less attractive to prospective users / increased
potential need to close facility temporarily to undertake remedial
works in an unplanned manner / reduce revenue potential whilst car
park temporarily closed (as has already occurred).
