The rubberised car park at Guildford Spectrum
requires replacement.
An indicative programme has been agreed with Freedom Leisure in
terms of when the car park surface replacement can take place in
order to keep disruption to a minimum.
Due to the specialist nature of the works and therefore the
specific requirements that will need to be detailed within the
tender documentation and the importance of ensuring the works are
appropriately managed, the Council is entering into a contract with
Stripe Consulting for their professional services (£5,500) to
include;
- Provision of specific narrative to feed into the Council's
procurement and tender documentation including works
specifications, drawings, quality questionnaire etc.
- Analysis of tender returns
- Contract Administration
- CDM Principal designer duties
Reasons for the decision
In order to undertake an effective, efficient
and appropriate procurement, we require Stripe Consulting's
professional services given their specific knowledge in this area,
procurements of this nature and also knowledge of the site and the
replacement car park surface type that is required at Guildford
Spectrum.
The abovementioned timescales mean that there can be no slippage in
the procurement and therefore Stripe's input, as well as their
supervision of these works is essential in ensuring the works are
procured, organised and delivered on time.
Alternative options considered
An alternative option could be to continue
with the procurement without using Stripe's services, however this
could lead to;
Lack of supervision of the works and compliance with CDM
regulations as the Council cannot deliver these services in house
(with the expertise required)
Additional costs incurred through appointing other third parties to
deliver the services not able to be undertaken by the Council
Delays (which could have a significant impact on Spectrum's
customers and operation if the works were scheduled at a different
time)
An inappropriate procurement i.e. tender documentation with limited
or missing key information on the works requirement which could
then lead to inappropriate tender submissions.
A poor or misinformed procurement analysis leading to an
inappropriate contractor appointment (leading to poor workmanship
and/or an unsatisfactory replacement car park surface)
