Purpose
To approve a budget from the Housing Revenue
Account (HRA) Capital Fund for a 5-year kitchen and bathroom
improvement contract which will be procured jointly and in
collaboration with Waverley Borough Council.

Decision:
1.
Note and agree the business case set out in this
report;
2.
Subject to Council approving the budget to delegate
authority to the Joint Strategic Director of Finance &
Resources, in consultation with the Joint Assistant Director of
Housing and the Lead Councillor for Finance, to commence a joint
procurement with Waverley Borough Council and to subsequently award
a contract for 3 Years with the option to extend for a further 1+1
year, kitchen and bathroom contract in compliance with the Contract
Procedure Rules and within the approved budgets; and

Recommend to full Council, meeting 9 December 2025,
to approve Housing Revenue Account (HRA) Capital Funding of
£12.5m for replacement kitchens and bathrooms between 2026/27
and 2031/32
Reason(s):
1.
Social Housing Landlords have an ongoing requirement
to meet and maintain the Governments’ Decent Homes Standard.
Replacing and improving components, such as kitchens and bathrooms,
that are old and in poor condition, help us meet that
requirement.
2.
GBC’s current decent homes data indicates that
c260 kitchens and c130 bathrooms will become non-decent annually
over the 5-year horizon.
3.
Procuring and having in place a long-term kitchen
and bathroom contract will allow GBC to efficiently and
economically delivery kitchen and bathroom improvements to
resident’s homes.
4.
The Procurement Strategy for GBC and WBC is to
wherever possible procure services and works jointly to utilise
economies of scale, procure services efficiently and economically,
and deliver effective and consistent services to
residents.
5.
Waverley Borough Council agreed to commence the
procurement for a Kitchen and Bathrooms contract on the 1 April
2025, for a budget of £12.6m, which is sufficient to cover a
five-year contract.
Other options considered and
rejected by the Executive:
Option 1 - Defer procurement of
a longer-term contract and extend the term of the interim
arrangement, subject to satisfactory performance and compliance
with procurement regulations
