Approve the award of printing and postage of
the annual council tax bills, benefit notification letters, rent
letters and budget leaflet, with option to add further leaflets to
CFH Docmail Ltd for a period of 2 years with the option to extend
for two years (one at a time). Total estimated contract value to
GBC of £ 93,000 (for two years) with an anticipated cost of
£46,544 pa for each additional year.

Reasons for the decision

Mailing house required to print the annual
council tax bills and other documents to ensure the annual council
tax bills are printed and posted in time for the start of each
financial year. CFH Docmail Ltd were the successful bidder in a
competitive tender exercise based on a framework of CCS – Lot
6, postal services & Solutions (3 companies submitted
bids)

Alternative options considered

Internal provision – we do not possess
the correct or sufficient resources to produce the high number of
variable documents in the time frame required.
Full tender – excessive for this contract and time
consuming.
