Decision to WBC Head of Finance to provide cover for the GBC Head
of Finance until 30th June 2026
Decision to GBC Financial Services Manager to provide support to
GBC Senior Specialist Finance - Systems until 30th June 2026

Reasons for the decision

The staff sharing is essential between
Guildford Borough Council and Waverley Borough Council to support
the collaboration and transformation programme, LGR and the
provision of a seamless finance function. The proposal will provide
experience and expertise to ensure appropriate cover, including
management cover, within the finance teams and provide increased
insight as we approach collaboration in April 2026. The proposal is
budget neutral but gives improved outcomes and increased
resilience.

Alternative options considered

There could be no sharing of staff which would
delay effective collaboration and lead to an increased cost for
both authorities.
Consideration has been given to the procurement of additional
experienced resources but this would exceed the current
budget.
