Supply of Water, Sewage and Additional Services

Approve the award of the Supply of Water,
Sewerage and Additional Services contract to Wave Utilities for an
initial period of three years with an option to extend by up to two
years (one year + one year), commencing on the 1 March 2026 at a
total contract value of £1,024,605 (one million and twenty
four thousand six hundred and five pounds).

Reasons for the decision

The award of the water utilities contract represents best
value for the Council. As a council-owned facility, this option
provides greater control over service delivery, costs, and
performance, while reducing procurement and contract management
risks. It enables quicker response to operational issues, better
coordination with existing council services, and more efficient
management of water usage. The arrangement supports the
Council’s sustainability objectives and long-term asset
management strategy and offers a stable and cost-effective
solution.

Alternative options considered

Do nothing – this option is not
recommended. If the Council does not award a contract, it would
have no formal arrangements in place and would leave the Council
exposed to increased statutory, health and safety, and
environmental compliance risks, with unclear accountability for
service delivery and maintenance. It would also heighten the risk
of service disruption, unplanned costs, and adverse audit or
reputational impacts.
