Purpose

Contract for aids and adaptation minor works to council properties to help residents with disabilities, mobility needs, or long-term health conditions live more independently and safely.

Decision

Decision:

To approve the award of the contracts for Aids and Adaptations Works to the following contractors for an initial period of three years, with the option to extend for up to two further periods of twelve months each, at a total estimated combined contract value of £2.5 million:

·        DAAS Group Limited

·        Southern Counties Building Solutions Ltd

·        Milestone South East Limited

·        Topcoat Construction Ltd

Reason(s):

  1. The Council requires suitably qualified and experienced contractors to undertake aids and adaptations works that enable residents to live independently and safely within their homes.
  2. The procurement process identified four Most Advantageous Tenders capable of delivering high-quality services and providing sufficient capacity and resilience to meet demand.
  3. Awarding the contracts supports the Council’s statutory responsibilities and ensures continuity of service delivery while achieving value for money through a compliant procurement process.

Other options considered and rejected by the Executive:

Do nothing - Failure to award the contracts would significantly impact the Council’s ability to deliver adaptations works, potentially leading to increased waiting times, resident dissatisfaction and non-compliance with statutory obligations. This option is not recommended.
