Purpose

Policy amendments and consultation on adoption of Waverley's policy

Decision

Decision:

To adopt the revised GBC Community Asset Transfer policy as set out in Appendix 1 to this report.

Reason(s):

  1. The current Community Asset Transfer policy is due for review.
  2. Following implementation and operation of the existing policy, officers have identified a number of amendments that would provide greater clarity and support a more consistent application.
  3. Provide clarity on the process for both speculative applications and applications where an asset has been assessed and already deemed suitable for transfer.

Other options considered and rejected by the Executive:

  1. Do nothing – This would mean the current policy would remain in use and the opportunity to refine and improve on the existing policy would be lost.
  2. Update the Guildford Borough Council policy – The existing policy can be amended/updated but significant changes would be required.

Details of any conflict of interest declared by the Leader or lead councillors and any dispensation granted:

None.
