Decision

Decision:

  1. Note the information shared in the accompanying ‘Electric Theatre Options Appraisal’ report from independent experts Blue Horizon Ventures;
  2. Agree that the hybrid/ cultural operating model is the most appropriate operating model for The Electric Theatre;
  3. Authorise the Joint Strategic Director of Finance and Resources to undertake a compliant procurement process for a new operator of The Electric Theatre; and
  4. Agree a supplementary estimate of £50,000 for an industry expert to support the procurement process for a new operator for The Electric Theatre.

Reason(s):

  1. To update the Executive on progress made to date in relation to The Electric Theatre.
  2. Consistent with the Council’s Best Value Duty, to establish the feasibility and viability of potential operating models for the theatre, including its use as a cultural and community arts venue, alongside alternative commercial options.
  3. To enable the timely progression of this work in a structured and transparent way, with regard to stakeholder interest and the need to maintain confidence in the process.
  4. To progress with the procurement of a new operator for The Electric Theatre.

Other options considered and rejected by the Executive:

Option 1 (not recommended): in noting the report from BHV, do nothing, leaving The Electric Theatre vacant and unused.
