To provide the services necessary to develop Phase 1 of Westborough & Park Barn Better Homes Programme.

Alternative options considered

1. Don't appoint external consultant for these services:
- The Council does not have in-house resource to prepare the required information and would not be a able to deliver the project.
2. Carry out competitive tender process:
- Competitive tender was carried out.
- This included extensive 2 stage tender process.
- Stage 1 included shortlisitng top 5 bidders from 20 submissions.
- Stage 2 included evaluating shortlisted 5 bidders on the basis of quality of services offered as well as the commercial offer.
