Purpose
Currently the Council does not have a contractual arrangement with a procurement compliant contractor for the removal of asbestos. The Council has an ad-hoc interim arrangement to ensure compliance. Consequently, the Council will be going out to tender to seek an appropriate contract in June 2024 but needs to arrange an interim contract to allow for that procedure to take place. The expenditure for this contract is anticipated to be in excess of £200,000.

Sought legal and procurement advice agreed to award directly to Crucial.
Shortest route to market required as no asbestos contractor in place, resulting in serious risks to H&S of tenants and breach of regulation and legislation requirements.
To award a 12 month contract to value of £240k, to Crucial Environmental, to deliver asbestos testing and removal, as a precursor to an open tender contract.
Reasons for the decision
There is not a service provider in place to facilitate the removal of asbestos. resulting in serious risks to H&S of tenants and breach of regulation and legislation requirements.
Alternative options considered
None. The only option is to pursue the quickest route to market to ensure GBC are fully compliant with asbestos health and safety obligations.
