RESOLVED:
 
Hackney Procurement Board:
 
1. 
To approve the award of contract to Bidder B to provide
Employer’s Agent Lot 1 services for the initial term of the
contract, for the New Homes Programme (NHP) South sites comprising
nine housing development projects, following a competition from the
Notting Hill Genesis Development Consultants Framework Lot 9 -
Employer’s Agents.
 
2. 
To note that any instruction for services beyond the initial term
shall only be made following Finance confirmation that sufficient
budget is available.
 
RELATED
DECISIONS
 
1. 
On 12 December 2022 Cabinet approved the ‘New Council House
Building Programme and 1,000 Homes for Social Rent
Commitment’ Key Decision No. CHE S142 which established
Hackney’s New Homes Programme (NHP) and provided authority
and budget to proceed through design, engagement and planning
stages and prepare information ready for procurement of the
developments, subject to financial viability and public
consultation.
2. 
On 14 March 2023 the Hackney Procurement Board (HPB) approved the
strategy and business case for procurement of consultant team
services required for the design and planning stages of the NHP,
namely cost consultants, architect design teams, multi-disciplinary
engineering, fire and technical services, and planning consultant
services.

Upon conclusion of the procurements described in the Business Case
above, a series of decisions were made in late 2023 by Cabinet
Procurement and Insourcing Committee (CPIC), HPB, the Group
Director of Climate Homes and Economy, and the former Strategic
Director of Economy, Regeneration and New Homes (ERNH, now
Regeneration, Economy and Housing Development), as appropriate, to
award the nine constituent professional services contracts to
successful bidders.

Amongst the above, on 4 December 2023 Key Decision CHE S275 was
made by Cabinet Procurement and Insourcing Committee (CPIC) to
award the Multidisciplinary Engineering and Technical Services
Contract (MDC) for the NHP.
5. 
In November 2024 the Interim Director of Economy, Regeneration and
New Homes approved the Business Case for procurement of
Employer’s Agents and associated construction consultant
services to the fourteen housing developments comprising the New
Homes Programme (NHP). This Business Case was categorised as Low
Risk and includes the Employer’s Agent Lot 1 contract which
is the subject of this contract award report.
