Decision

RESOLVED:

  1. 1.  To approve the new Council Climate Implementation Plan 2026-2030 attached as Appendix 1a for adoption, subject to the completion of a comprehensive Equalities Impact Assessment (EIA).

Reasons for decision

The climate and ecological crisis is having a significant negative impact in Hackney and across the world, through increased extreme weather events, such as flooding and extreme heat, that put communities, ecosystems, and natural resources at risk. In response, the Council declared a climate emergency in 2019, supported by a vision to build a climate resilient borough and subsequently adopted climate strategies to tackle this crisis.

The Climate Emergency motion of 26th June 2019 resolved to produce an annual update on the progress made against the Council’s decarbonisation commitments. This is the seventh annual report in compliance with that decision.

The Climate Action Plan (CAP) is the first holistic borough-wide plan to address the climate and ecological crisis, bringing together the various strands into one overall document.

Sitting alongside the CAP is a Council Climate Implementation Plan (CIP), which provides a detailed set of proposed key actions for the Council to undertake (by theme) initially over a three year period (2023-2026). The CIP contributes to delivering the goals and objectives of the CAP, considering where the Council has direct control and most influence to maintain momentum with its own climate response. The CIP 2023-2026 was the key strategic programme delivery document for the Council’s climate emergency commitments. The current Council CIP 2023-2026 concluded as of 31st March 2026.

A new Council Climate Implementation Plan has been developed for the period 2026-2030 and now requires Cabinet approval for adoption.
