RESOLVED:
 
The Annual Youth
Justice Plan 2024-25, as per our grant agreement with the Youth
Justice Board, was endorsed.
 
REASONS FOR DECISION:
 
Sections 5-7 of the Crime & Disorder Act
1998 created Community Safety Partnerships (CSPs) which have a duty
to -

reduce crime and disorder;

prevent 
people from becoming involved in serious violence

reduce instances of serious violence
 
Section 40 of the Crime and Disorder Act 1998
sets out the youth justice partnership’s responsibilities in
producing a Youth Justice Plan plan.
 
In pursuance of these duties, the Council has
been guided by the Youth Justice Board for England and Wales.
 
Approval of the Annual Youth Justice Plan is
in accordance with the principles of decision making in Article 13
of the Constitution:
 
Proportionality:  Given the scale of the
issue, it is proportionate for the Council to have a 3 year Youth Justice Strategy and Annual Plan which
reviews progress and priorities.
 
Due consultation:  While the Council has not been required to conduct
a public consultation it has drawn on the contributions of public,
statutory and community agencies, Council staff and service
users.
 
Officer advice:  It is the advice of
the Lead Officer for Youth Justice that the Council endorse the
Annual Youth Justice Plan 2023-24
 
Human rights:  The provision
of ‘child first justice’ is in accordance with the
Council’s commitment to human rights and there is no
contradiction between the exercise of the Strategy and the Human
Rights act 1996
 
Openness: 
The 3 year strategic plan and annual
plan have been developed in partnership with key stakeholders
(public, statutory and community agencies, Council staff and
service users). The Partnership and Service is subject to external
inspection by HMIP and has participated in a series of thematic
peer reviews to develop and enhance local practice. The most recent

Clarity of aims:  The purpose of the
annual plan is to outline key areas of work and accompanying
priorities and to report on progress in the previous 12 months.
 
Efficiency: 
The plan identifies and takes forward areas of work already
underway; their formal endorsement will not hinder the delivery of
services and will assist a partnership approach.
 
No additional funding is required
 
DETAILS OF ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED:
 
The only alternative course of action would be
not to comply with the YJB expectation to prepare an annual
partnership plan. This option has been rejected not to comply with
the conditions of the YJB grant would place Hackney in breach of
its commitments and would impede the Council and wider Safer Young
Hackney Partnership’s ability to reduce harm.
