RESOLVED:
1.
Noted the signed MoU with
the LLDC which sets out the intention to work together on the
interim delegation schemes (Appendix 1).
2.
Recommended to Council to approve the first interim
delegation scheme (Appendix 2) to enable the delegation of a
limited range of planning functions to the Growth Boroughs between
1 September 2024 until 30 November 2024
3.
Recommended to Council to approve the second interim
delegation scheme (Appendix 3) to enable the delegation of LLDC
planning functions to the Growth Boroughs from 1 December 2024 in
the event that the Statutory Instrument (SI) which enables the
transfer of planning functions has not received parliamentary
approval by this date.
4.
Recommended to Council to delegate authority to the
Group Director of Climate, Homes and Economy to make non-material
amendments to the first and second interim delegation schemes which
are necessary following agreement with LLDC and the Growth
Boroughs.
REASONS FOR DECISION:
A Cabinet/Full Council decision is required to
approve the delegation of planning powers from LLDC to London
Borough of Hackney. This comprises delegation of planning decision
making powers from 1st September 2024 and all planning powers from
1st December 2024.
DETAILS OF ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED:
None. A Cabinet/Full Council decision is
required to approve the delegation of planning powers from LLDC to
London Borough of Hackney.
