RESOLVED: Approved
the Corporate Transformation Strategy 2024-28 Working Together for
a Better Council.
 
REASONS FOR DECISION:
 
The Corporate Transformation Strategy will
provide the strategic framework for a programme of organisational
change to ensure we are fit for purpose to achieve council’s
vision as set out in the Strategic Plan 2022-26 Working Together
for a Better Hackney by becoming an effective, efficient, and
enabled council.
 
It sits alongside the Strategic Plan and the
Medium Term Financial Plan (MTFP), which defines the resources
available to the authority to implement its priorities as a key
part of our approach to business planning. It complements other
strategies such as our Workforce Plan which sets out how we will
support our staff to deliver.
 
There are multiple drivers for the Councils
transformation programme - including our ambition to deliver for
residents, to work creatively and progressively with communities
and partners, and to enable an effective environment for staff.
 
In addition the
Council faces a significant budget gap of £52.3m over the
period from 2025/26 to 2027/28. 
Transformation is a key part of the Council’s strategy for
delivering the best outcomes for our residents and is also seen as
a key enabler to delivering efficiencies that will support the
MTFP. 
 
DETAILS OF ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED:
 
As set out in the strategy, the Council wants
to build on its strengths and drive change and improvement in a
range of areas - service delivery, internal culture, partnership
working as well as responding to the challenging funding position
the authority faces.  The option of not
focusing on transformation is not considered a viable option and
has been rejected.
 
There is significant transformation happening
in services across the Council. A second option considered was to
simply continue with work at the service level.
 
However, the development of the Corporate
Transformation Strategy and delivery programme will bring existing
activity together in a cohesive programme of activity that supports
improved service delivery to residents. 
 
It will also facilitate cross council working
to identify opportunities that may not be realisable to any
individual service.  A service by
service approach was therefore not recommended and the decision to
develop a one council approach to transformation was agreed.
