Purpose
To decide on fully decanting all operational services from 43BL and relocating them within the Council’s existing property portfolio.
Decision
- To agree that Appendices 1 and 3 are not for publication on the basis that they contain information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).
- To proceed with the closure and full decant from 43BL, enabling the lease break clause to be exercised at the earliest opportunity.
- To agree the relocation of non?CCTV services currently based at 43BL into existing Council?owned premises, as provisionally set out in this report. Should any of the proposed relocation destinations not be deemed possible, to delegate authority to the Executive Director of Place to decide on alternative destinations as may be more suitable.
- To agree 145 King Street as the preferred site for the relocation of the CCTV Control Room, subject to detailed feasibility, development of final budgets, design development and further approval of capital expenditure.
- To note that Edmonia Lewis – Block B (Civic Campus) has been assessed as a viable but non?preferred option due to higher ongoing costs, lost opportunity costs and operational and commercial risks.
- To agree that officers proceed with detailed feasibility and programme development work for CCTV Control Room relocation to 145 King Street in order to meet the lease break clause timetable and the timeline required to build the new control room (deadline for ‘go-no go’ 30 June 2026 latest).
- To authorise the Executive Director of Place, in consultation with the Assistant Director, Corporate Property Services and Health & Safety and Assistant Director of Legal Services to exercise the break clause for 43BL and serve on the landlord a notice to determine the lease by 30 September 2026.
