That a traffic order be implemented under the
Road Traffic Regulation Act 1984 (RTRA), the effects of which will
be to for an experimental period of eighteen months allow pedal
cycles to travel northbound and southbound (against the flow of
traffic) on Parchment Street, Winchester between its junction with
North Walls and its junction with St Georges Street.

This Order will suspend The City of Winchester (Central Area)
Traffic Regulation Consolidation Order 1984 (Variation 13) Order
2006 insofar as it relates to Parchment Street for the duration of
the experiment.

The Order provides that in pursuance of section 10(2) of the Act,
the specified officer may, if it appears essential in the interests
of the expeditious, convenient and safe movement of traffic on the
highway or for preserving or improving the amenities of the area
through which any
road affected by the Order runs, modify or suspend the Order or any
of its provisions.
