1. That the Director for Universal Services
approves the ‘digital first’ approach such that no
telephone support services, including telephone payment systems,
are developed as a part of this project.

2. That the Director for Universal Services gives authority to
spend and enter into contractual arrangements for the Pentagull ESB
HWRC booking and permit system for a period of up to four years (3
years plus 1 year) from March 2026.

3. That the Director for Universal Services approves the total
budget requirement of £200,000 for development and
implementation of this project.
