That the Chief Executive notes that the draft
Statutory Instrument to create the new Hampshire and Solent Mayoral
Combined County Authority (MCCA), attached as a confidential
appendix to the supporting report, contains the assurances reported
to Council and Cabinet in February 2026.

That on this basis, and in consultation with the Leader of the
Council, the Chief Financial Officer, and the Monitoring Officer,
the Chief Executive agrees to the Statutory Instrument as drafted
and consents to the establishment of the MCCA.
