1. That access to non-Hampshire residents is
maintained to facilitate flexibility for those living close to the
borders.
2. That the per-visit charge to out of county residents to access a
HWRC in Hampshire is increased to £13.50 from April 2026, and
that this fee is uplifted thereafter annually in line with
inflation (Retail Price Index (RPI)) to maintain the value of
revenues against the cost pressure imposed by acceptance of this
waste to ensure the County Council continues to cover costs
incurred of waste from outside of its borders.
