Purpose

To consider a report of the Director of
Universal Services regarding a high-level summary of progress and
delivery within the capital programme and the year end position for
2022/23. In addition, this paper provides a short narrative summary
on early progress of the capital programme in 2023/24 and provides
recommendations for changes to the programme in 2023/24 and
beyond.
