Decision

1. That the Director approves the details of the Winchester Station Stockbridge Road Steps scheme, to introduce a new access to Winchester station from Stockbridge Road via a new set of steps over railway land from near the junction of Stockbridge Road/ Cranworth Road to the station car park west of the station, as set out in this paper.
   2. That the Director gives authority to transfer the sum of £150,000 from Hampshire County Council to South Western Railway as a contribution to South Western Railway’s ‘Customer and Communities Improvements Funding’ project. This contribution towards the scheme would utilise Section 106 developer contributions from the Barton Farm development.
   3. That the Director gives authority to enter into a funding agreement with South Western Railway (who would deliver this scheme), in consultation with the Head of Legal Services, for the purposes of transferring this funding.
   4. That the Director approves this addition to the 2021/22 Capital Programme at a value of £150,000.
