Decision

  1. That the Director of Universal Services gives authority for Hampshire County Council to allow the County Council’s Minibus Driver Awareness Scheme (MiDAS) partner, Community Transport Association (CTA), to take over the administration of the MiDAS scheme within the areas of Hampshire, Southampton, Portsmouth and Isle of Wight (hereafter referred to as the ‘Hampshire Area’), in line with how they currently administer the scheme across the rest of the UK.
    2. That the Director of Universal Services notes that the income the CTA generates from administering the scheme in these areas is proposed to be split equally between themselves and Hampshire County Council and this additional income to the County Council would firstly be used to further develop the MiDAS product, potentially to a wider audience including commercial drivers, and secondly to support the work that aims to address the County Council’s budgetary shortfall.
    3. That the Director of Universal Services approves Hampshire County Council’s continued involvement in the development and ownership of MiDAS in line with the formal partnership agreement with the CTA, signed by both parties in March 2023.
