The Licensing Sub-Committee determines applications and makes decisions relating to alcohol and gambling licences in Harlow.

It handles reviews of premises licences, objections to temporary event notices, and decisions on personal licences following convictions. The sub-committee also determines applications for variations, transfers, and provisional statements where objections have been made by the police or other parties. Its remit includes functions under both the Licensing Act 2003 and the Gambling Act 2005, with decisions on specific licence types delegated to officers unless referred to the sub-committee.
