Decision
RESOLVED that the service recommends the award of a contract
in the final sum of £452,816 to Borras Construction Ltd.
(Company Number 01520021) “subject to contract and
leaseholder consultation”. The contractor will be engaged
using the JCT Intermediate Building Contract (2024) with
Contractor’s Design, and the Council’s standard
Schedule of Amendments.
Reasons for the decision
Undertake essential fire safety works, that will
address risks and hazards identified in the Fire Risk Assessment
and ensure residents can live safely in their homes. External and
communal repairs will also be undertaken as part of this project,
identified as, cavity wall insulation, balcony
repairs/waterproofing electrical & decoration works.
These works are necessary to ensure the
Council meets its obligations to maintain the block and comply with
statutory requirements. They will also contribute to reducing
future maintenance needs and improve
thermal efficiency.
Alternative options considered
Do nothing: Withdrawing the
work would result in continued deterioration of the building. While
ongoing maintenance would still be required, key fire safety
recommendations would remain unaddressed, exposing the Council to
potential legal non-compliance with statutory obligations,

Scope: Undertaking works in phases risks non-compliance with
health and safety legislation and increases overall costs due to
site set ups, welfare, other contractor prelims, and management
costs. A full package of works offers greater cost
efficiency.
