Decision

RESOLVED
that a contract be awarded in the final sum of
£283,064.10 to Falcon Structural Repairs Ltd “subject
to contract”. The contractor will be engaged using the JCT
Intermediate Building Contract 2024 with Contractor’s Design,
and the Council’s standard Schedule of Amendments.

Reasons for the decision

Undertake structural repairs,
including repointing of external brickwork, to address damage
caused by thermal and moisture movement and inadequate movement
joints. These works will remediate existing deterioration and help
prevent recurrence. They are essential to ensure the Council meets
its statutory obligations to maintain the block, minimise future
maintenance needs, and keep the building watertight and
structurally sound.

Alternative options considered

Do nothing: Withdrawing the work would result in continued
deterioration of the building. While ongoing maintenance would
still be required, key fire safety recommendations would remain
unaddressed, exposing the Council to potential legal non-compliance
with statutory obligations, including:

Partial or Reduced Scope: Undertaking works in phases
