RESOLVED that the Portfolio Holder:
 
A   
Approved the commencement of public consultation on
the Harlow Local List Update 2023 Shortlist, which is attached to
this report as an appendix.

 
B   
Noted the full results of the scoring process, which
are detailed in the Background and Process and Nominations Scoring
documents, attached to this report as appendices.

Reasons for the decision

A   
To allow members of the public and other relevant
parties to comment on the shortlisted assets.

 
B   
To ensure full understanding of the Local List
process and the scores given to the nominated assets.

Alternative options considered

A   
Not consulting on the Shortlist – this is not
appropriate as national guidance for Local Lists, produced by
Historic England, recommends a consultation should be held on
shortlisted assets. Landowners and occupiers of buildings also need
to be made aware of the buildings/structures being identified for
possible inclusion on the list and have an opportunity to make
comment.

 
B   
Not updating the Local List – this is not
appropriate as the Council has a statutory duty to review heritage
issues, and the current Local List is due to be updated.
