Decision

RESOLVED that the Portfolio Holder:
 
A   
Approved the introduction and the running of a local
good causes lottery (to   include all licensing application
requirements).

 
B   
Agreed the appointment of an External Lottery
Manager (ELM) and that Gatherwell be
appointed to carry out that role through the award of a contract
initially of no more than 3 years duration, with costs not to
exceed £20,000.

 
C   
Delegated authority to the Council’s Section
151 Officer or their named deputy to act as Personal Management
Licence (PML) holder per Gambling Commission
requirements.

 
D   
Waived the requirements of Contract Standing Order
9.7.b for the reasons set out in this report.
