RESOLVED that the 2025-26 carryover requests detailed in Appendices A to D be approved.

Reasons for the decision

Approval of carryover requests is necessary to ensure that funding is available in 2026-27 to enable completion of planned service developments and capital projects where funding has not been spent in year.

Alternative options considered

There is no requirement to approve the carryover requests, either in whole or in part. However, the relevant capital projects and service developments will not be capable of being delivered in the absence of continued funding. Many of these are closely aligned to the Building Harlow’s Future missions and there would therefore be a significant impact on the Council’s ability to deliver its strategic priorities. Cancellation of projects could also result in significant abortive costs.
