Report Title: Care Quality Commission Local Authority Assessment Outcome and Improvement Plan

Presented by: Councillor Graham Day, Cabinet Member for Adults and Health Care

Cabinet:

1. Noted the CQC assessment outcome including the key strengths as well as the areas for improvement identified in the published report.
2. Approved the CQC Improvement Plan as the Council’s programme of response to the assessment findings.
3. Agreed that the CQC Delivery Board will provide monthly oversight, supported by themed working groups.
4. Agreed to quarterly reporting to the Cabinet Member for Adults and Health Care.
5. Agreed to bi-annual reporting to the People Overview & Scrutiny Sub Committee.
6. Agreed that resource requirements arising from the Improvement Plan, including additional capacity, performance intelligence and commissioning support, are developed through costed business cases and considered through the Council’s financial governance and budget-setting processes.
7. Noted that whilst costed business cases are being developed to support the improvement journey, the service is not waiting to start the improvements set out in the plan and is using existing resources wherever possible.
