RESOLVED that Cabinet
approved the financial implications of implementing the Leadership
Development Programme as outlined in Appendix A of the report to
commence from September 2025, following agreement of the scheme by
the Personnel Committee on 15 May 2025.
 
Reasons for
decision
 
Leadership development was essential for
effective succession planning and to help Hertsmere navigate the
challenges presented by local government reorganisation.
 
The proposed programme aimed to improve staff
retention by offering meaningful development opportunities and a
programme accredited with the
ILM (Institute of Leadership and Management) to
provide additional credibility to the programme and a recognised
qualification for delegates. It addressed LGA Corporate Peer
Challenge recommendations to enhance strategic decision-making
capacity across the Council.
 
The programme proactively responds to future
workforce needs equipping emerging leaders with key competencies
whilst reinforcing our values in support of cultural transformation
pending Local Government Reorganisation.

Considered
 
Continue with existing training offers: This
would not provide the depth, structure, or leadership-specific
focus required to address strategic workforce and succession
planning needs.
 
Develop a fully in-house programme: This was
not pursued due to limited internal capacity and the advantage of
bringing in external expertise able to also offer added value of an
