proposals for the establishment of a centralised corporate
programme management function and the implementation of the
operating model as set out at Appendix 1.

Recommended the
funding of £260k as set out in paragraph 8 to Full Council
for approval.
 
Reasons for
decision
 
The implementation of the proposed operating
model and establishment of the centralised Programme Management
Function would provide the Council with a structured and consistent
approach to planning, delivering and monitoring major projects and
strategic initiatives. The function would strengthen governance,
ensure alignment with corporate priorities and increase capacity
within support services. It would also allow increased focus on
performance against the Corporate Plan, which would be brought
forward for formal adoption alongside the budget in February
2026.
