Purpose

The purpose of
this report is to seek Council approval for the adoption of the
revised Statement of Community Involvement (SCI) which was subject
to a six-week period of consultation from 16th June to
28th July 2025.
The SCI sets out how the council will engage with residents,
businesses, and stakeholders in the preparation of planning policy
documents, supporting neighbourhood planning and the determination
of planning applications. Its adoption will ensure compliance with
statutory requirements and reinforce the council’s commitment
to transparent, inclusive, and effective public engagement in
planning matters.

RESOLVED that Cabinet
recommended to Council the adoption of the Statement of Community
Involvement (SCI) (2025)
 
Reasons for
decision

1.    
The preparation of a SCI is a
statutory requirement for Local Planning Authorities (LPA) under
the Planning and Compulsory Purchase Act 2004. It sets out how the
council will engage with the community and stakeholders in carrying
out its planning duties.

2.    
National Planning Practice Guidance
sets out that LPAs must review their Statements of Community
Involvement every 5 years from the adoption date as it is important
that SCIs are kept up-to-date. Hertsmere last adopted an updated
SCI in October 2020 and as such it is due an update. Adoption of
the SCI demonstrates the council’s commitment to
transparency, inclusivity, and effective public engagement in
planning matters.

 
Alternative Options
Considered
The preparation of an SCI was a statutory
requirement and the review was due, under National Planning
Practice Guidance. Not adopting an SCI would violate the statute
and guidance.
