Suspect admitted to the offence in a PACE
interview under caution. Decision to issue fixed penalty notice in
the public interest.

Alternative options considered

No further action was considered, however it
was not in the public interest, and the suspect had admitted to the
offence.
 
Summons to court was not pursued as the flay
tip was small and a fixed penalty notice was available. A summons
would be the next stage should the fixed penalty not be paid.
