1.   
Cabinet approved the confirmation of the
borough-wide Article 4 Direction withdrawing permitted development
rights granted by Schedule 2, Part 3, Class L(b) of the Town and
Country Planning (General Permitted Development) Order 2015 (as
amended) for changes of use from dwellinghouse (Use Class C3) to
small HMOs (Use Class C4), with an implementation date of 31st July
2023.
2.   
Cabinet delegated authority to the Executive
Director of Regeneration and Housing, to make the arrangements for
confirming the Article 4 Direction including the compliance with
Schedule 3 of the Town and Country Planning (General Permitted
Development Order).
3.   
Cabinet agreed to cancel the existing Article 4
Direction withdrawing permitted development rights for changes of
use from dwellinghouse (Use Class C3) to small HMOs (Use Class C4)
in the area of the former Hanworth Ward.
