Purpose
Ipswich Borough Council was successful in obtaining a Home Office Safer Streets Round Five Grant for improved communal bin stores at Wellington and Rendlesham Courts. The aim is to improve the environment, reduce anti-social behaviour and tackle contamination issues in the area. The only bin store that would suit the development and fit the current scheme designs is made by Storm Environmental Bins.
The grant award requires the funds to be used and equipment implemented by the end of March 2024, or the money will be forfeited.
Decision
To exempt from the market testing requirement of Contract Standing orders under paragraph 3.10.2, to procure 18 Communal Bin stores through Storm Environmental utilising the grant award of £36,200.
Reason:
The unit is only available from one supplier, Storm Environmental and is proprietary goods. It is also necessary as a matter of urgency and a delay would lead to the loss of grant money which need to be returned.
