Purpose

In 2019, AECOM was commissioned to update the
2011 Ipswich Strategic Flood Risk Assessment (SFRA) and 2016
Development and Flood Risk Supplementary Planning Document (SPD)
for Ipswich BC. The contract award (OD/19/22) was undertaken in
accordance with CSOs through an open tender.
 
In 2022, the Government published updated
guidance on preparing an SFRA How to prepare a strategic flood risk
assessment - GOV.UK (www.gov.uk) The advice now states that,
‘Your maps should be available in GIS format, with a summary
layer plus more layers for technical details’.

Decision

To grant a variation to the contract for the
Ipswich Strategic Flood Risk
Assessment to AECOM. The total value is
£1,400 and the work would be completed within the financial
year 2023-24. This brings the total value of the contract to a net
of VAT cost of £30,362.18 (previously £28,962.18).
 
Reason:
Due to an unforeseeable requirement exemption
from market testing has been made under section 3.10.2 of Contract
Standing Orders due to it being in the Council’s best
economic interest to procure the amended requirement from the
original supplier, as there is no reasonable alternative.
