Purpose

Ipswich Borough Council is required to deliver
the bellmouth for access into plot 14 under Phase 2c infrastructure
works for Eastern Gateway.
 
To enable delivery, a detailed quotation was
sought from UKPN to lower LV and HV cables within the footpath to
enable the bellmouth to be constructed.
 
A decision to waive contract standing orders
for direct award to UKPN has been made. For proprietary and
operational reasons UKPN are the only supplier who can complete all
works necessary.
 
If the exemption from Contract standing orders
had not been made, the works would not be undertaken, preventing
the completion of the new access road for an incoming tenant.

Decision

To waive contract standing orders as there is
only one potential provided to alter the UKPN asset.
 
Reason:
To enable delivery of plot 14 Bellmouth for
the new owner occupier at Eastern Gateway.
