Purpose

Parks and Cemeteries require a supplier to
provide a debris loader to assist with leaf collection in the
cemeteries across Ipswich Borough Council.
 
The current provision we have for leaf
collection is beyond repair and due to the vast canopy of trees
within the Cemeteries, it is an essential piece of machinery. It
can also be deployed to all parks and open spaces where leaf debris
is present on footpaths and thus causing a H&S issue.
 
Pre-tender discussions were held with
suppliers in the marketplace and the spec of the machinery required
was advertised on a Procurement Framework where companies were
invited to quote.
 
Ernest Doe & Sons were the only provider
who could supply Ipswich Borough cemeteries with a machine that
fitted the required specification.
This includes but is not limited to

• Engine: Honda v-twin, gx630r 15 kw (20
hp electric starter)
• Turbine: Diameter 600mm
• Capacity: 225 m³/min
• Sizing: LxBxH 2.20 x 1.60 x 2.10m
• Noise: 96db(a)
• Weight: 440 kg
• Wander hose: Diameter 250mm x 5m
• Tyres: 20.5/8.0-10
 
The cost to procure this machinery is Net
Price £13,920.00.
 

Decision

To place the order for a debris loader to
Ernest Doe & Sons for the value of £12,920.00.
 
Reason:
The machine meets all the specified
requirements and will enable, more efficient and effective use of
Cemeteries staffs time and ensure the continuity of service and
high standards of maintenance within the Cemeteries.
