Purpose

Ipswich Borough Council is planning to submit
a substantial bid for the latest round of the Public Sector
Decarbonisation Scheme.
 
Expert engineering advice is required to
enable the Council to submit a robust bid. Max Fordham LLP has
quoted £25,000 for this service. Max Fordham LLP was
approached because they are recognised experts in energy
management, and have been involved in
previous submission rounds of the Public Sector Decarbonisation
Scheme.
 
An exemption to Contract standing orders has
been made to enable the contract to be placed to ensure that expert
advice can be provided in the short timescales to enable the bid to
be submitted.
 
The appointment will be funded from existing
budgets.

Decision

To exempt this appointment from Contract
Standing Orders for Max Fordham LLP to enable the engineering
advice to be provided for a bid to the latest round of the Public
Sector Decarbonisation Scheme by mid
October. This exemption is made under paragraph 3.10.2. as
it is a matter of urgency.
 
Reason:
The restrictive timescales to submit the bid
prevent the standard procurement processes to be followed and as
such risk the bid not being submitted in time.
