Purpose

Ipswich Borough Council is currently tendering
the delivery of the Phase 2c infrastructure works for Eastern
Gateway, which includes the construction of a new roundabout and
cycleway.
 
To enable delivery, a detailed quotation was
sought from UKPN to provide a power supply for the new street
lighting columns for the sum of £32,864.22.
 
A decision to waive contract standing orders
for direct award to UKPN has been made. For proprietary and
operational reasons UKPN are the only supplier who can complete all
works necessary.
 
If the exemption from Contract standing orders
had not been made, the works would not be undertaken, preventing
power from being available to the new roundabout.

Decision

To waive contract standing orders as there is
only one potential provider and place the order for the new
electricity supply.
 
Reason:
To enable delivery of Phase 2C (roundabout) at
Eastern Gateway.
