Purpose

The Waste and
Cleansing department have the requirement for wheeled bins to
service both residential communal properties in the borough of
Ipswich and trade Wastesaver customers.
The wheeled bins are various sizes from 140ltr – 240ltr black
(residual), blue (recycling) and Brown (compost).
 
After engagement
and market research had been undertaken the ESPO framework for
wheeled bins was deemed the most suitable framework to use.
 
There are various
suppliers on the ESPO framework for wheeled bins which supplies
most councils across the UK. Looking at the volumes required we
have managed to increase the quantities on order to satisfy the
suppliers on ESPO and get a better price than we have previously
had.
 
We will be
undertaking a full open procurement within the next 12 month for a
longer term including all waste containers for the waste and
cleansing department

Decision

To award IPL
Plastics UK Limited £41,285.80 for best price on ESPO based
on volumes and specific bins while maintaining the quality.
 
Reason: To
enable the Council to continue to supply residents and trade
customers over the next 12 months while a full procurement is put
in place.
