Purpose
The Council wishes to replace the old water
piping at East Villa to ensure future water hygiene standards are
maintained.
Advice from Nemco,
a specialist in water hygiene, suggests that the only viable
solution is to re-pipe the hot and cold-water supplies. The Council
wishes to undertake this work as soon as possible.
A request to quote was issued to five
consultants specialising in Mechanical Services on the NHS SBS
Framework for MEP Services (Lot 5) in the East of England to design
the new water supply. The quotes were based on four stages,
including:
Stage 1 – Options Appraisal
Stage 2 – Design and specification
Stage 3 – Procurement of the works
contract (Supporting IBC Procurement)
Stage 4 – Contract management
Allowance was made for meeting attendance as
well as £10k contingency.
The lowest quote received was from Ingleton
Wood in the sum of £59,978 (inclusive of £10k
contingency).
The appointment will be based on the
Council’s standard terms of appointment for consultants.
Decision
To exempt this decision from the market
testing requirement under paragraph 3.10.2 of contract Standing
Orders due to urgency and the potential that a delay could
potentially risk safety and financial loss.
To award this contract to Ingleton Wood for
the maximum value of £59,978.
Reason:
To enable the design works to be completed
urgently and move towards procurement for the works, and the works
completed.
