Purpose

IBC do not currently have a suitable
infrastructure tool to enable successful delivery of
projects/programmes and embed a Project Management Office (PMO)
within the organisation and therefore deliver our time sensitive
savings programme.
 
The Council must deliver a significant savings
programme as well as promoting an improved corporate project
management approach. Smartsheet Control Centre Package provides a
robust framework to enable successful collaborative programme
delivery.
 
Smartsheet work with a partner (Project Plan
Services_PPS) who will be providing the
foundation for integration with Agresso, dashboard building and
training. This company have committed to kicking off the
implementation and training within two working days of obtaining a
Contract. PPS and Smartsheet are also committed to regular Contract
Management throughout the lifecycle of the Contract.
 
We interrogated other solution providers, but
Smartsheet’s proposal was deemed to be advantageous as 6
service areas already have a working knowledge of the solution
meaning that roll-out and training time will be minimised.
 
Lacking a suitable tool that can successfully
enable delivery, compromises project and programme governance,
increases inefficiency, resources allocation and can lead to
failure to meet strategic objectives including and more
specifically our currently saving programme.

Decision

To exempt this decision from market testing
under Contract Standing Orders paragraph 10.2 due to urgency and
that the contract be awarded to Smartsheet Inc. with a maximum
value of £79,312.
 
Reason:
Smartsheet’s proposal was deemed to be
advantageous as 6 service areas already have a working knowledge of
the solution meaning that roll-out and training time will be
minimised.
