Purpose
The Council has a statutory duty to provide
street name plates, including a duty to renew street name plates
when they become illegible. The Council’s previous supplier
of street name plates, who had provided street name plates to the
Council under contract as the successful bidder to a previous
competitive procurement exercise, has gone into administration.
As such, pending the longer term requirement
to carry out a further competitive procurement exercise, the
Council needs to urgently procure street name plates from a
different supplier now, in order to be able to
continue to meet its statutory duty and to
avoid a loss of service. This requires an exemption from the
requirement for competition with the Council’s Contract
Standing Orders. Relevant criteria of paragraph 3.10.2 of Part 4,
Section 7 of the Council’s Constitution are met.
The alternative decision would be to wait
until a full procurement exercise has been carried out but there is
insufficient time to allow for this.
Orders to a maximum value of £35,000 are
required for the remainder of the 2024/2025 financial year, and a
quotation has been sought from G&G Signs Ltd to supply street
name plates in accordance with the Council’s specifications
and for the specific street name plates that are to be ordered
within the first order to be placed now, with further orders to
follow. There is money within the budget to cover the relevant
contractual cost.
The street name plates would be supplied
during the remainder of the 2024/2025 financial year, with the
first order expected to be received by the end of November 2024.
Thereafter, the street name plates would then be installed by the
Council.
Decision
To waive the requirement for competition
within the Council’s Contract Standing Orders in order to
allow the Integrated Transport Officer to contract, as a matter of
urgency for the supply of street name plates with G&G Signs Ltd
to a maximum value of £35,000.
Reason:
To ensure the supply of street name plates and
avoid loss of service.
