Purpose

The Local Planning Authority function can levy
charges for considering planning applications, for pre-application
processes and via Section 106 agreements setting out the conditions
of planning consent.
On 10th September 2024 the Council’s
Executive resolved that the Director of Operations and Place, in
consultation with the Leader of the Council, Portfolio Holder for
Planning and Section 151 Officer, is authorised to take all
necessary steps to revise planning fees for “pre-apps" and
Section 106 monitoring to achieve and maintain full cost
recovery.

Decision

To introduce a monitoring fee of £400
per obligation on all Ipswich Borough Council specific obligations
included in Section 106 agreements to ensure that the
developer’s contribution is sufficient for the council to
resource monitoring of their compliance.
 
To introduce a new fee charging schedule for
pre-application fees for all types of development and for these to
be based on full cost recovery.
a) Fee of £50 per general enquiry
received, which covers pre-application discussions, planning
history searches, conveyancing solicitor requests for
condition/obligation discharge and similar enquires.
b) Schedule of pre-application fees below.

 
Reason:
To ensure that the council is achieving full
cost recovery for Section
106 monitoring and pre applications.
