Recommendations:
1.1 Approve the strategy for the delivery of the New Homes
Programme set out in this report to ensure the Council maximises
the delivery of genuinely affordable homes to help tackle the local
housing crisis.
1.2 Note that prioritised pipeline sites are being identified
and will be developed in line with the councillor and resident
engagement principles set out in this report.
1.3 Approve the procurement strategy set out in this paper for
the direct delivery of the New Council Homes Programme and other
major construction contracts for the next four years from April
2025 to end of March 2029, noting the likely value of awards will
require individual Executive approval.
1.4 Delegate to the Corporate Director of Community Wealth
Building, following consultation with the Executive Member of Homes
and Neighbourhoods, the authority to consider alternative delivery
models with potential development partners set out in this report,
when direct delivery is not viable, subject to business cases and
approvals in line with the Constitution.
1.5 Note the tenant and leaseholder guarantees and protections
that the Council would seek to secure if any schemes are delivered
through partnership.
1.6 Note that the Council is exploring all opportunities to
generate more affordable housing grant.
